How plate-to-VIN works
Every titled U.S. vehicle has a unique 17-character VIN, and an active registration ties that VIN to a license plate within a state. A plate-to-VIN lookup walks that link in reverse: given the plate and the issuing state, it returns the VIN, which then decodes into the full factory specification. The state matters because plate numbers are only unique within a state.
Coverage isn't perfect. In states where the plate stays with the owner, a recently sold car may still map to the prior plate; new, temporary, dealer, and specialty plates may not be in the data. That's why the tool above offers a VIN-entry fallback — once you have the VIN, the rest of the report is identical.

When does a plate-to-VIN lookup fail?
Coverage is never 100%. A newly issued plate may not be in the data yet; a transferred plate may still point to a previous vehicle in "owner-keeps-plate" states; and temporary, dealer, fleet, or specialty plates often do not resolve at all. When that happens, CarWhere lets you continue by entering the VIN directly — the report is identical either way.
Does plate-to-VIN reveal the owner?
No. The conversion identifies the vehicle, not the person. Owner name, address, and registration details are restricted under the federal Driver's Privacy Protection Act (18 U.S.C. § 2721), and CarWhere never returns them.
